Deborah Spence is Head of the Environment and Planning Group at Arthur Cox, with over 20 years’ experience in advising on contentious and non-contentious environmental and planning aspects of cutting edge infrastructure from the first AER rolled out in Ireland for wind energy, to Terminal 2, to planning permission for Ireland’s largest data centre. Deborah's specialisms include strategic advice on regulatory compliance including defending EPA and Planning Authority Prosecutions, taking and defending Judicial Reviews and assisting clients in getting projects over the line through oral hearings, advising on CJEU references on novel EIA and Habitats grounds, and negotiating financial management provisioning with the EPA to assist in closing the deal. Deborah leads a team of six lawyers, the largest and together the most experienced specialised Group in this field in Ireland.
